What the IOG do

The Independent Oversight Group (IOG) monitors and reports on Telecom's progress towards, and ongoing compliance with, its obligations under operational separation.  The functions of the IOG are set out in the IOG's Terms of Reference and include: 

Agreeing performance measures

  • Agreeing the key performance indicators (KPIs) with which to measure Telecom's compliance with the Undertakings and progress towards compliance
  • Agreeing the codes of conduct for the Telecom Board, CEO, employees and independent contractors

Monitoring compliance

  • Monitoring Telecom's compliance with the Undertakings and progress towards compliance
  • Reviewing the provision of relevant services and performance against associated service level agreements
  • Reviewing documents that Telecom is required to provide to the IOG and investigating whether they show a breach of the Undertakings

Investigating complaints

  • Investigating concerns and complaints regarding Telecom's compliance with the Undertakings

Reporting

  • Reporting to the Telecom Board and the Commerce Commission on Telecom's compliance with the Undertakings
  • Informing the Telecom Board and the Commerce Commission of likely non-trivial breaches of the Undertakings
  • Keeping the Telecom Board informed of acts or omissions by Telecom which may become issues of concern
  • Preparing an annual review of Telecom's compliance with the Undertakings
